The authors question Stewart's arguments for suggesting that previous estimates of radiation health effects are low by a factor of 10. In this letter and in Stewart's reply, the healthy survivor effect is discussed, with particular reference to cerebrovascular deaths, together with the criticism that arguments do not make sufficient use of the 'not in city cohort'.
